The evil Kobra has succeeded in harnessing a long forgotten metahuman's abilities in order to aid his master plan of spreading chaos throughout the world. Now that he's directly responsible for the murder of a member of the JSA "family," defeating and capturing Kobra is the new JSA's most personal adventure yet!

The terrorist known as Kobra kidnaps Air-Wave, a superhero with the ability to control electro-magnetic energy and uses him for his own means. On one of Kobra's terrorist plots, he kills Atom Smasher's mother, gaining Atom Smasher's rage. The JSA learn that Kobra's current base is on Blackhawk Island and a contingent go there to free Air-Wave. Meanwhile, another group of the JSA go on another mission where they must search for Extant, a dangerous super-villain that has decimated the Justice Society of America in the past.
